Moral Panic can be anything from a group of people to one person or an insedent that poses a threat to the socialty.
Cohens moral panic is the force of feeling conveyed by a group of people about a certain issue that may pose a threat the social order. According to Stanley Cohen, a moral panic take place when " condition, episode, person or group of people appears to become defined as a threat to societal values and interests." Those who start the panic when they fear a threat to prevailing social or cultural values are known by researchers as "moral entrepreneurs", while people who supposedly threaten the social order have been described as "folk devils."
